The WASA Fall Council meeting in Stevens Point was very productive.  Several new pieces of legislation were approved by the Council and Board of Directors.  The effective date for each piece of legislation is listed after each item.

 

-         Directors may use any softball (compression and COR) approved for the division of play by the ASA Code.  All softballs will be approved by the WASA Commissioner and be the current brand of softball the WASA has sponsorship with.  (effective January 1, 2005)

-         Defending Champion and teams that are required to advance to the next highest level of play will be seeded in the second round of play if possible.  (effective January 1, 2005)

-         TEAM CLASSIFICATION APPEAL – Teams classified in accordance with 19.56 a., or Article 22 has the right to appeal their classification after participating at the higher classification.  The appeal must be submitted in writing to the WASA State Commissioner no later than May 1.  The State Commissioner will evaluate the information presented and forward the appeal to the Classification Committee.  The committee will review the appeal and make a recommendation to the State Commissioner.  If the appeal is granted, the team’s roster will be frozen for the balance of the year.  If the team adds a player to their roster, the appeal is nullified and the team is reclassified to the next higher classification.  (effective January 1, 2005)

·        Mandatory Reclassification – A team that has five or more players on a roster from a team or teams as listed in 19.56 a., must play in the next higher classification for their next ASA Championship playing season.  (effective January 1, 2005)

·        Restricted Classification – A team that wins two or more games, excluding forfeits may not participate in a lower classification in the same division of championship play during their next ASA Championship playing season.  A team that has five or more players on a roster, from such a team, is considered the same team.  (effective January 1, 2005)
 

Add to the tournament director responsibilities.

a.      All softball diamonds shall be maintained every 2 games by the tournament director and host/sponsoring organization.  Fields shall be maintained for consistent and quality play.  (effective January 1, 2005)

a.      Scorekeepers shall be used for every game.  Scorekeepers will be supplied by the tournament director and host/sponsoring organization.  (effective January 1, 2005)

g.     Teams that are reclassified and must play at the next higher level of championship play shall be seeded for their first game.  If berths are available in the 2nd round, these teams shall receive a berth in the 2nd round of play if possible.  Every effort shall be made so teams from the same section or league will not play each other the 1st game.  (effective January 1, 2005)

-         Vice-President shall assume the position of president after his term has run out.  If the vice-president is unable to assume the position of president or resigns an election will be held for positions of president and vice-president.  (effective January 1, 2005)

-         Add position of assistant WASA State Commissioner.  (effective January 1, 2005)

-         Add position of WASA Commissioner Emeritus.  (effective January 1, 2005)

-         Women’s Class B Slow Pitch roster will be State Traveling Roster for championship play.  (effective January 1, 2005)

-         Men’s Class B Slow Pitch roster will be State Traveling Roster for championship play.  (effective January 1, 2005)

-         Men’s Slow Pitch Class C and Class D must play at the next higher level of play their next championship season.  (effective immediately)

·        6 – 12 team tournament – 1st and 2nd place.

·        13 – 24 team tournament – 1st, 2nd and 3rd place.

·        25 teams and more – 1st, 2nd, 3rd and 4th place.

-         Men’s Modified Pitch Class B and Class C must play at the next higher level of play their next championship season.  (effective immediately)

·        6 – 12 team tournament – 1st and 2nd place.

·        13 – 24 team tournament – 1st, 2nd and 3rd place.

·        25 teams and more – 1st, 2nd, 3rd and 4th place.

-         A WASA umpire that has been selected to attend an ASA National Tournament as a host exchange with the approval of the WASA Commissioner may be reimbursed for his/her travel expense at the discretion of the WASA Commissioner and the approval of the WASA Board of Directors after the Fall Council Meeting.  (effective January 1, 2005)

 

-         Modified Pitch and Slow Pitch teams that wish to play in a NIT must have the permission of the WASA Commissioner.  Berths to a national Championship Finals that also has an NIT must have at least 4 berths to the National Tournament filled before a berth to an NIT will be awarded.  (effective January 1, 2005)

 

All of the legislation is effective as of January 1, 2005 with the exception of teams advancing to the next higher level of play.  This is mandatory reclassification.  All of the teams that participated in the 2004 WASA are affected by this legislation and must move up for the 2005 season.
